I always thought the majority of liquid sewage from mountain and foot hills homes was septic tanked. - not immediately treated in big plants. So California treats its waste water effluent in many tiny treatment facilities which get overwhelmed by rain water meant to flow to reservoirs, and that would then help cure the "endless drought". So California, in its wisdom, when the treatment facilities are flooded, purge the waste to the nearest creek and they release an incredible amount of clean water from reservoirs to dilute the waste water they "panic" released. This is what happens when democrats control places for generations. Sacramento and Frisco should clap, sing and enjoy the suck. They did build that.

Recently, The New York Times called one of their little exposés of normal people with government jobs no one had ever heard of the “deep state” and then went on to say that those people and their jobs are “kind of awesome.” It is always enlightening when the incompetent media tries to use propaganda and fails spectacularly.
